Question on flybar balance

I am having a hard time balancing my main blade/flybar setup. If I center the flybar (by taking measurements and getting it right in the middle) it seems to be unbalanced. For the assembly to be balanced it seems that I have to have the flybar offset to one side about a quarter of an inch. Any suggestions?

Equal weight IS NOT THE SAME as balanced!!!
